greetings someone can give me an idea of how to configure art net to control Resolume Arena
I want to launch videos from the hog 4

I can't say from the Resolume side, but on the Hog side you need to patch the proper version of Resolume and then setup the artnet output on Hog.

Is there any way to know when the console is sending ART NET parameters after configuring it.

If Resolume doesn't indicate that you're receiving art net, you could load an art net app to check.
