4 port gateway won't stop requesting IP address

I have a 4 port gateway that I have reset to use just as universes 1-4, and it is displaying 'requesting IP address' and has been for around half an hour. I have tried turning it off and on, and have turned off DHCP on the system, but to no avail. The menu button isn't doing anything either. Any ideas?

Is there a DHCP server anywhere on the network?

requesting IP means the gateway is set to request a dynamic IP. this has to be provided by a DHCP server. if none is online or it can't be reached, the gateway will not get an IP. it should get a link local address which is of the format 169.254.x.x. as long as this hasn't happened i don't think you can access it by GCE or Concert to change to a static IP. usually i see gateways giving up and using link local within less than a minute.
has this gateway worked before? what software version does it have?

It's all good, I found a router in the system which I assume was DHCP. I've managed to turn it off. Thanks for your help.
