Network primary and slave controller. How does it work?

I did not quite understand from the manual how the master and slave controllers work with each other.
For example: in the slave controller there is a trigger with the action of sending UDP. In this case, the slave controller does not have an ethernet bus in the properties. How does this action work?

  • Only the Network Primary sends and receives UDP when there are multiple controllers in a project.

  • Actions in triggers associated with UDP are ignored?
    I will explain the situation: I have 3 controllers in the project,

    and also in the project there is a trigger that sends UDP to a third-party device.

    As a result, 3 datagrams come to a third-party device. 
    If only a master can send UDP, why do I get 3 feedbacks?
