What is the difference between ColorSource Personality Editor and ColorSource-Echo Personality Editor

Are they the same with the ColorSource-Echo Personality Editor replacing the ColorSource Personality Editor ?

The name change is to clarify that it can be used to create personalities for both ColorSource Consoles and EchoTouch as well.
