Congo SR not turning off

Hi

I have had to reimage our congo Sr. Since doing so when we power off it immediatly restarts and I have to pull the plug.

I have since put the cobalt software into it in the hope it will cure the problem but it hasn't.

Anyone know why it won't turn off?
