From Congo manual seems it works the same.
Is it necessary to have two same functions instead of one?

REM DIM and BALANCE do do different things.
REM DIM kills all Intensities on Channels not selected.
BALANCE behaves like a off/on switch. It sets Intensity to 0 on not selected Channels and pressing BALANCE again brings them back up to their original level.

[Balance] is a toggle function - hit it once and stuff goes away, hit it again and it comes back.
[Rem Dim] is an instant action - when you press it, unselected channels are blacked out. And it doesn't come back.
Personally, I always set the RemDim key to work in Balance mode - if I genuinely want to rem dim, I use [Inv Grp], [Clr]&[@Level].
