You should do this from the output editor and use the corresponding EDMX numbering (since Congo doesn't support 2 digits after the decimal in direct entry). For reference:
Output 1.10 = EDMX 4609
Output 1.11 = EDMX 5121
Output 1.12 = EDMX 5633
You can find out the EDMX number for any output in the Output Lists.

That's because [1] [Level Wheel] will always control all the outputs patched channel 1. [4609] [Wheel] is trying to control all the outputs patched channel 4609 (which would only exist if you had renamed a channel to this number). You always need to select the output directly to control it by itself - so [4609] [Output] [Wheel] will bring up "dimmer" 4609.
