In the Effects tab, what does Random Modifier do?

In Effects, one of the attributes is Random Modifier. What does this do and what do the different values represent? 
 How do I deselect it and get "Random Modifier" out of the Attributes box in the right side of the CIA?

pretty sure Nick Gonsam explained this in the 3.0 Introduction video on youtube. it just means that the randomizer algorithm uses a different seed to start its randomizing calculations. the number as such has no meaning. 
 removing it, like a lot of other things in Eos, is by entering no number and pressing Enter. Effect 3 Attributes RandomModifier Enter.
