Speed of The fan

Hi can somebody tell me what the normal fan speed is supposed to be. CPU temperature is 37 and 39 and the fan speed is 1400 rpm. To me this seems to be on the high side. It’s making some noise because of this. And I want to be as quiet as I can be.
