Fan effect from a non-center base point?

Yes, when you hold the Fan button, the bottom of the right touchscreens change to a list of options,
Start,
End,
Center,
there may be others, but I am not in front of my desk right now.
Give that a try.

Of course there is four Fan Options, Normal - Start - Center - End. Maintain Fan Key and select one on Fan toolbar on right sceen
You can also use gouping and budying to create specials effects.
