Hog PC installer crash

I just tried to install Hog 3 PC and it keeps dumping to an error saying I must have windows xp SP2. I am running XP Pro SP3 On a Dell precision M90

I was trying to install over a 2.4.0 installation, would that cause this error?

    ...well brad, after working 2 weeks with other stuff, i tried to solve my hog 3 pc problem again...but no success...

    - uninstall hog 3pc
    - no firewall, no antivirus
    - new install of the software
    - network settings: connect with loopback adapter
    - launch new show
    - message: "class fps:runtime"
    - details: exceptionsource callstack,serverprocess 960 thread (number changes after every new start)
    -message: server is not responding

    ...no ideas and also my administrator cannot find any wrong setting...??
