Effect time entry

Dear Friends,

Per manual p.251, to enter EFFECT time on cmd, it says type: EFFECT TIME 4, Enter.

This syntax does not work.

Is this a mistype? or I am missing out something.

Not a mistype, but rather an incomplete feature. Bug #4924 is logged to deal with adding in the ability to change effect timing in open editors as mentioned in the manual.
