Because they are not palettes....they get recorded into cues as hard values.
You can select something in the Colour Picker and then record it as a palette if you want it to be referenced.
This way if you change you mind as to your "Red" palette for example you could switch all cues that reference "Red" from L-106 to L-027 or whatever you like.
