I am having trouble understanding your post but please follow these recommendations to help resolve starting issues on Windows 7:

- Turn of User Access Controls in Windows 7 control panel
(www.flyingpig.com/support/documents/WindowsUAC.pdf)

- Turn off all firewall and anti-virus software running on Windows 7
