Road Hog

My console receives power and is on, then a "no video input. Check cable" readout comes up (this happens all the time so it's nothing). Then the screens go out and the two desk lights stay on until powering off. Could this be a ROM issue?

I talked to Joe yesterday and he said I could try taking the ROM out and popping it back in. How should I access the internal structure?
