Light only moves in one direction

My encoder is only moving the light in one direction regardless of which direction I spin it. How do I fix this?

probably a wiring issue. Make sure the A and B wires from the encoer are connected to the right pins on the arduino

You were right it was wiring issue. The encoders I got need a 5 volt power wire to work properly. They are now fully functional.
