Default Insert Image/Video/File "From"

Can the default option when inserting an Image/Video/File be File Upload instead of Web URL? Maybe I'm making an assumption, but I would think most people are uploading a file/screenshot from their computer. Thanks.

So I've looked into this and it seems that the order of that dialog drop-down is platform driven and not customizable by us at this time. However, as a workaround, I would suggest using drag and drop instead to drop the file on to the editor directly without using the dialog.
