Light wont strike

With a brand new bulb,
The light was fine one day, now bulb wont strike. How can i determine weather its the cap, or the pwr supply, or both.

    That would be a SSP 575. Since the post I found a 16 amp 250v fuse blown, I replaced it and the bulb strikes fine.

    However, I noticed when the bulb strikes, what I think might be the striker/cap is making a "shriking" typ of niose, It dosent stop, it gets quiter as the fixt warms up, but its fust something I never noticed before. Is this normal?
