Light wont strike
With a brand new bulb,
The light was fine one day, now bulb wont strike. How can i determine weather its the cap, or the pwr supply, or both.

That sounds about right. With the bottom plate off it sounded more apparent.
So is it typical for the fuse to blow? the fuse positioned more to the inside was blown. This occuered about 12 hours after new bulbs were installed.
