I seem to have noticed that on a layer, if the playback mode is PlayOnce Hold on Last Frame, that playback speed is ignored if the Out Frame is not set to something other than full. Bug? Something wrong?
There are a few known issues in 1.4.0 concerning playback speed, this being one of them. Unfortunately there is not really a work around. We will have all these issues cleared up in 1.5.0.
