UL standard and listing and NEC

Can an S4 be hardwired without violating the NEC and the UK listing standard?

Hopefully someone from our London office can chime in on the UK portion of the question, but at least for US applications the answer is no. The fixtures are listed as portable equipment, so hard-wiring would not be allowed.
