You might also want to check out https://acn.codeplex.com/ - it's an MIT-licensed implementation of some of the ACN protocols, including E1.31. It's not developed by ETC, and it's in C#, so it might not be exactly what you wanted, but I hope it'll help.

I plan to open a github to work on a pure C libsacn.
