Source Four Fixtures

For months now we've had issues with our source for fixtures, fuses are burning out and melting into the housing some are almost impossible to get out so far we've had 10 lights to go out like that what could be causing this issue.

Jim Strongsville high school, Ohio, the ETC technician can't locate what the problem is.  Help.
