I just tested this here on my Mac Mini OSX 10.4.8 with 1.5GHz Power PC G4 w/ 1G RAM. I downloaded and installed Congo Offline 4.2.1 beta and haven't experienced any problems with the keyboard not controlling the application.
Can you please try downloading and re-installing the application from the following link: http://www.etcconnect.com/docs/docs_downloads/offline/Congo_Offline_421Beta_forMac.zip
Also please verify that you install the correct application for the Motorola Chip (G4) or the Intel chip (Core Duo, Core 2 Duo) This may be causing the problem the incorrect application was installed.

When you download the zip file mentioned above, you'll find there are two packages. One is Install Congo (Intel), the other Install Congo (Motorola).
If you're on a G-series mac, you'd use Motorola. If you're on one of the new Intels, you'd use the Intel package.

So, mabye I'm missing something, but when downloading the Intel Package, and after unzipping it, I end up with a 'Contents' folder containing various files, but nothing that appears to be an installer or an application that can be copied to the applications folder.
Any help would be appreciated.

After unzipping, you should end up with a folder called InstallCongo430_Intel.pkg. The pkg extension is important since it indicates to the Mac that it is an installer (which is a folder just like Mac applications are folders).
You should then be able to double click on the pkg file to start the installer.
