In case you haven't already found this, to open up the Moving Light dock, hold [SETUP] and press [BROWSER]
(Or hold F11, hit F10 on a PC keyboard.)
Then select "Moving Lights" from either the Top or Bottom dropdown lists, and click on "OK"
You'll then get a Moving Light dock at the top or bottom of the screen that has click'n'draggable encoder wheels, clickable wheel keys plus a few others, encoder function displays, and a CMY colour picker.
If Offline is to be a commonly used item for you - consider buying an Xkeys keyboard
and using the overlay and drivers that Sarah has posted here

I use a second vga monitor and run congo with wyg which works wonders, I can see exactly what my desk is doing with the second mon, this makes life much easier to to desk and stage with out swapping tabs in windows.
