Is it possible to randomize the trigger of an effect?

We're shooting "Poor Man's Process" of some vehicles over the next few weeks. On our trusses we have a combination of ETC Pearls, Vivid-R's, Clay Paky Sharpy's and 1200 Washes. I've created a handful of chase effects for each of these different instruments. These are all Absolute effects using Presets as the values. I can't really use step-based effects even if I wanted to since I need to be able to control color (and in the case of moving lights: pan/tilt).

Here's a simple example of what I'd like to do: I have an effect of a streetlight passing overhead by running a 1 cycle chase across a line of Vivid-R's. I put this effect on a submaster, so I can hit the bump button and one streetlight will pass overhead. I would now like to randomize when this effect occurs. The only 'randomizing' feature I've seen on the board is to do a 'random rate' within an effect. The problem is, I don't want to change the speed of the effect itself, but merely change the timing between each trigger of the effect.

Ideally, I would love to create a short Cue List with 2 Cues: Cue 1 runs 1 pass of the effect (which takes around 2 seconds), then Cue 2 is an empty cue that links back to cue 1, but follows somewhere between 2-5 seconds. Therefore, I would have a streetlight pass that happens randomly every 2-5 seconds.

Is this possible?
