i downloaded the client from ETC's website, so i don't have a USB Dongle.

How do i get my hands on one??

uhm, you buy one...

contact your local ETC dealer.

ps: without the dongle you can still connect to your console, but only in Mirror Mode, which means the laptop screen follows the console, so the LD can't choose screens independently from the operator...
