out is auto-terminated...
if you want full to auto-terminate, you can use full full.
[Out] is self-terminating.
[Full] can be used with further commands, for example [1][Thru][5][At][Full]{Replace With}[8][5][Enter].
[Level] is self-terminating and is set to 100% by default.

I am not at a desk right now, so I cannot verify if this [OUT] key not self-terminating was my mistake or not. I've tested it on the off-line editor and it seems to work as you describe.
On ion there is no [LEVEL] key. This is why I thought it made sense for [FULL] to be auto-terminating...
I'll start saving for the extra keys then...
Just to clarify -- a double tap of [Full] will auto-terminate.
If you're looking for Level -- a double tap of [At] will give you the level command.
