Backup console doesn't take control if it locked by [shift] + [esc]

Hi, all!

Do you know that if you will lock ( by [shift] + [esc] ) your backup console (GIO or RPU on 2.2.0 and 2.2.1) it will not take control after primary console falling?

And it works on 2.0.1
