Address button ignoring universe number

I'm late to the 2.3 party, I have only upgraded to 2.3.1 today. 

When I bring an Address up using the level wheel the desk appears to be ignore the universe number. When I give the dimmer an actual level from the keypad it works fine. 

My example is 11/21 when using the level wheel brings up 1/21. 11/21 AT FULL ENTER brings up the correct unit. 

Apologies if this is a repeat, I had a quick search through the release notes and on this forum.

    Hi Andrew,

    I see the issue, but it appears to depend on whether or not you terminate the command before using the level wheel. Unterminated (before pressing Enter), you run into this issue where it affects universe 1. Terminated, addresses work with the level wheel.

    For example:
    In Park (easiest place to see it):
    Address 2/1 (roll level wheel) = Address 1/1 comes up
    Address 2/1 Enter (roll level wheel) = Address 2/1 comes up
    Address 2/1 At FL Enter = Address 2/1 goes to Full

    It looks like this has been around for a while - I went back to an Eos running 2.1.0 and was able to reproduce this behavior.
