Groups, Subgroups, Effects and Cues

I have group 360 made up of sub groups: (361 364) (362 365) (363 366)
I assign group 360 Effect 37. It runs as expected using the sub groups.
I record cue 1. It plays back using the subgroups.
I then take group 360 and assign it Effect 17. It plays back fine using the sub groups.
I record cue 2. It plays back fine using the sub groups.
Now I hit go on cue 1, and effect 37 plays back ignoring the subgroups I used to record it. Instead it plays the effect back as channels 361 > 366.
Am I wrong in thinking that if I record a cue utilizing subgroups that it should play back the same every time?
