yes, and the adresses can be on different universes. only the total counts (actually you can have more than 256 patched, but only the lowest 256 patched addresses will be output)

Correction, iirc, outputs the addresses of the lowest channels of the first 256 addresses.

you can patch and record cues , the dongle doesn't limit that. only the output is limited.
in my scenario: you will get output from channels 1 - 455 (i hope my math is correct ;) ) with a 256 dongle
