Possible Bug (Assert on a delayed cue)

I have a cue that has an assert flag, and is delayed by 8 seconds. When I hit GO channels not moving in the cue are asserted immediately, while the channels moving in the cue wait the appropriate 8 seconds. Is this a known issue? I am running 2.3.2.9.0.45.
