When does the desk reference channel data on a delayed cue trigger?

Odd question this one and I'm pretty sure I know the answer but wanted to check.

Basically I had 2 cues, 2nd cue was a follow after 6 seconds the first did a delayed wipe on a cyc (0 to 30 sec offset delay) to a colour the second restored it with the same offset delay, both where fading the colour in 2 seconds. So I was hoping to see a colour slowly wipe across the stage in a defined block and restore it.

What I actually got was the colour faded in and started to travel across the cyc as it restored the colour it started as a fade but part way across it was returning the colour in a snap. The change to the first colour was always a fade. Because of the delays and the six seconds between the cue I was able to work out that the desk is referencing each channel at the point the cue is triggered not at the point the delayed second cue takes over the channel. I'm guessing this is a recent change or I've just never noticed it before?

I solved the problem by using a single shot effect, but i was wondering if this is a mistake or meant, and if it applies to just colour or all attributes?
