Bug: Channel getting a "Stop and Hold" level sneaks when a new effect runs on other channels
Steps to reproduce:
Effect 3: Step-based, Duration: 1 cycle, exit: Stop and hold
Step 1: Ch. 1 on @100, off @0
Step 2: Ch. 2 on @100, off @0
Step 3: Ch. 3 on @100, off @0
Effect 2: Step-based, Duration: 1 cycle, exit: Stop and hold
Step 1: Ch. 1 on @100, off @0
Step 2: Ch. 2 on @100, off @0
All decay times are set to 0
1 [thru] 3 [effect] 3 [enter] - runs the effect as it should
1 [thru] 2 [effect] 2 [enter] - keeps the red "E3" designation in Ch.3's tombstone but sneaks the level to 0 even though Ch.3 wasn't specified in the command
