Fixture library not visible for second user on Windows 10

On Windows 10 laptop I have installed Nomad successfully for a user account "A".  I have then created a new user account for "Operator" with the intention that this account would only be able to run the Nomad and not see other data files etc.

I installed Nomad software for the "Operator" account but there was a problem along the lines of "can not determine version"  The software seems to work but there is no fixture library.

Looking around it seems that for user "Operator" the directory C:\Users\Operator\AppData\Local\ETC\Eos is missing the directories "FixtureData" and "Gobos"

Is copying these from the original user "A" sufficient to resolve this problem?
