How to fan timing on movers?

Question

I have ten movers and I want them to tilt down over 10 seconds starting from the center. I am able to get them to do roughly what i want however I cant get the two center ones to move together, then the next two, etc. I can only get the left center one to move, then the right center, next one out on the left, etc. alternating sides.

That's a job for offset, because it will help you create a grouping for that 
Chan 1 Thru 10 Offset and then on the first column there is a modification button for exactly your situation. So now you have an appropriate selection, add the delay part at the end: Delay 0 thru 4 Enter. 
This will produce red t's, so you'll have to update or record this information into a cue
