5 of our 6 Encoder Nav keys are locked and will not page. The [esc] + [Image] command unlocked that one paging ability but the others are still stuck at page 1 of #. A deep clear didn't help.

As far as I can tell, this is correct for this fixture. There is only 1 page of Encoder controls for Focus, Custom (Intensity), Form, and Shutter (which is blank since there are no shutters on this fixture).
Color is an interesting case. This fixture uses CMY mix and a Color Selector, all of which fits on Page 2. If you were hoping to control it with Hue and Saturation encoders as well, you need to Enable "Create Virtual HSB" in Browser > Setup > Show Settings:
Then you can page between the Cyan|Magenta|Yellow|Color Select page, and the Hue | Saturation Page.
Also, have a look in the lower-right corner of a given Encoder Page (This is the Form one:
It specifically says Form Page 1 of 1 indicating there are no other pages. The Image one says Page 2 of 4, for instance, with the Mac Quantum Profile.
So, are you seeing something totally different there?
