Element Power Button

After being disconnected from Mains power the power button does not work right away. A minute or two later it works but the console takes a long time to boot. If it stays connected to power it boots quickly and the power button works instantly. Is this a symptom of a bad power supply?

Does it take a long time to boot every time ?

It only takes a long time to boot when it has been disconnected from Mains power for a time. Normally the console remains plugged in. I noticed this after I was cleaning out dust bunnies that had accumulated in the processor fan and, in the course of doing so, unplugged the console. When I rebooted the power button wouldn't respond. After a minute or two it did but took a very long time to boot.
