2.6 [Copy to] bug?

Just had a strange issue with a simple cue copy command where we went to copy a Q to a new Q, it worked as it should (created the new Q with the copied times) but it didn't bring any channel values with it from the copied Q, instead it inherited the values from the Q just previous to it. So it just became the Q above it on the list rather than the one we copied. 

So in cue list 1 we have Q1, Q2, and Q3. We wanted to make a Q4 that was just a copy of Q2. [cue][2][copy to][cue][4]... it made a Q4 but instead of the channel values from Q2, Q4 was the same as Q3 but with the timing of Q2. 

Here's the best part, it only does that some of the time, other times the copy to function works like it always has before.
