No. this is for using a USB to Midi device connected to your laptop.
Current Eos Software allows USB to Midi devices.

Does this mean that hypothetically it would be possible to internally route midi on a laptop to the Eos Software, or does it strictly pertain to being able to input midi on a console? I had believed that midi could only be received by the Eos Offline Software via a gateway.

its not just hypothetical. Recently, Eos v2.6 Software started allowing USB to Midi Interfaces to work starting with Eos v2.6 on ETCNomad Laptops.
