Nomad local i/o missing from command shell

I have installed Nomad on two laptops, both Windows 7. One is quite old, and below spec both on memory and screen resolution, but seems totally happy except for the problem now described.

The dongle is 512 channel limit.

We tour to a site where it is easier to have two dmx lines running (what is installed and what we bring in) and we can do this with Gadget II by setting the dmx addresses of the two outputs at 1 to 512.

On the newer laptop, no problem.

On the older laptop the option to do this does not appear since the local i/o button is missing from the command shell.

Any ideas?
