Power outage effect

Question

I am trying to create a lighting effect that looks like a power surge/power outage. I want the lights to all flicker together followed by a cue in which they all go out. Is this dooable as an effect? 
 
 want all of the lights to flicker together to look as if the lights are about to go out. All I can figure out so far is creating effects in which the lights all flicker seperately. THanks in advance!

in the effect window, bottom right, find the box that says Grouping. You want a grouping of 1 (all selected channels will be affected as 1 group). 
 if you have 10 channels, Spread means 1 through 10, grouping of 2 means all channels will be divided into 2 groups (1 -5 and 6 -10), grouping of 3 (1-3, 4-6, 7-9, 10-1-2, 3-5 etc). a grouping of 10 would mimic Spread.
