Ion outputting blank DMX on startup

Question

Apologies if this has been asked and answered before... 
 We use a Fleenor Preset-10 box to control our house and worklights when the console is not on. (It's basically a 9-scene "capture" box.) As soon as the Preset-10 hears DMX coming from the console, it disables itself to let the console take control. Then we run the house & worklights on submaster (loaded into our fader wing). 
 With the Ion, however, when we power up the console it begins putting out "blank" DMX right after all the LEDs on the facepanel flash. This causes the Fleenor box to disable itself, turning the lights off. The Ion doesn't begin actually sending "real" DMX for another 70 seconds, (so leaving the faders in the 'up' position doesn't help). The result is that the theatre stays dark until the "real" DMX starts coming. Our current work-around is to unplug the DMX cable from the back of the console until it has completely started up. Is there a more graceful way to fix this?

Unfortunately at present the hard-line DMX from the back of the Ion (and Congo/Congo Jr) initialise to all-zeros as soon as the console is powered. 
 The Network-based outputs don't start up until there's real work to do.
