Sneak to multiple colour palettes

Just having a play with this and it seems that using CP that are next to each other (4 thru 5) snap where as they sneak when not next to each other (2 thru 4) but of course then there are more colours involved. 

Not sure what the process is here. I tried having a CP 11 that did not have the target recorded for that fixture in the range (10 thru 12) and applied it to 3 fixtures and it left the 2nd fixture where it was so but it did sneak. Still doesn't help much.
