How can i make a strobe effect to a dimmer?

 I was wondering how can i make a strobe effect on a dimmer ?

Effect Effect Effect 1 Enter Absolute use arrow keys or mouse to navigate to Level column. in the first row write 100, in the second row (down arrow) write 0 change numbers in Time column to 0 and in Dwell column to 0.5
