You need to hit [Enter] after selecting the {Random Rate} tile or softkey to enable it and to disable it.
Look at the Attributes tile on the right side of the effect editor to see if Random Rate is active.
It does not work the same way as the {Random Group} tile (which is a toggle), because you can still enter values for the rate range after you use the {Random Rate} tile or softkey.
