Unexpected Pixel Map Behavior

I am trying to use a pixel map to layer colour effects across a variety of LED fixtures. I have it working as I feel it should for 75% of my lights but all of my SourceFour LED Lustrs, Tungsten, and D60 Studio fixtures are behaving differently from all other types. The problem seems to be that the pixel map can not be active while the fixtures are at 0 intensity. With all other fixtures, there is no light output until I turn up the intensity on the fixture channel, which is what I would expect. The ETC LEDs output light as soon as I engage the pixel map effect, and I want them to stay dark with the rest of the fixtures until I tell those channels to be on. The intended colour effect is working on them, but I don't want them on yet - Any thoughts?

I know I'm not really using a pixel map for its intended purpose but, If I was, I would still expect those fixtures to react differently.

Currently running 3.0 so I can observe in Augment3d but it was the same result in venue on 2.9.1
All fixtures are on RGB Str+7
