Possible Preset with nested FX bug?

Question

If I save an effect into a Preset, then change the effect in 3.0 the Preset seems not to update with the change. Is that supposed to work that way?

Will you provide some more information about what you are changing in the effect? 
 Absolute Effect on Intensity changed for me as excepted. 
 Linear Effect 911 - changing Scale and Cycle Time worked as expected as well.
