In my showfile:
Cue 1 - Channel 601 at CP 1 (orange).
Cue 2 - Channel 601 is out
Then, I turn it on again and change the color without record it in a color palette (blue).
And I record Cue 3.
Live on stage, my moving head is in blue, as I wanted it to be.
But on magic sheet, it's still orange and referenced to CP 1.

Would you please try toggling the Gel option shown here:
to 
Please let us know if that changes the color in Cue 3 to the expected Orange/Red Color. (It does for me with your file.)
